Timothy Hamel‑Smith is the Founder of NOVA Governance and Development Lab, an Independent Think Tank , and a distinguished Trinidadian lawyer with deep experience in law, governance, and public service. He is a Partner and Head of the Banking and Finance Practice Group at M. Hamel‑Smith & Co., one of Trinidad & Tobago’s most established corporate law firms, where he advises clients on complex commercial, financial, and regulatory matters.

Mr. Hamel‑Smith also served as President of the Senate of Trinidad and Tobago from 2010 to 2015, bringing legal expertise and strategic leadership to the nation’s legislative process.
